Punden mengembangkan dan menetapkan Misi dan Peran strategisnya sebagai berikut:

1. Pengembangan dan pengguliran strategi ke arah gerakan rakyat

2. Penguatan organisasi rakyat, dan

3. Upaya-upaya perubahan kebijakan demi menjamin keadilan

To achieve the goals above, PUNDEN will use three strategies:

First, building institutional capacity of PUNDEN: building capacity of organization and institution, building capacity of human resources, building capacity of information resources and building capacity of Planning, Monitoring and Evaluation.

Second, strengthening capacity of public organizations and institutions. Strengthening capacity of civil society’s organizations and institutions by facilitating establishment of autonomous, sovereign social institutions that can influence public policies.

Third, conducting advocacy over policies that have not sided with the civil society. This advocacy is conducted chiefly over the policies for the main stakeholders.
